🗳️ Midterms 2026

Every House seat, 35 Senate seats and 39 governorships are on the ballot on November 3.

Nov 3 Election Day. All 435 House seats and 35 Senate seats

Can the GOP hold the line?

Republicans control both chambers going into Election Day. The Decision Desk HQ forecast (Oct. 21) gives Democrats a 77% chance of flipping the House, while the Senate is close to a coin flip, with Ohio, Iowa, Maine and Texas rated toss-ups.

Why it matters for the GOP

The Senate runs through red and purple states. Kansas, South Carolina, Florida and Nebraska still lean or are likely Republican, and a GOP Senate keeps judicial confirmations on track no matter what happens in the House.

The pushback

Generic-ballot averages in mid-September had Democrats ahead by about 7 points, the kind of gap that usually means a wave.

$5,000 per adult, the "Trump Dividend" pledge

The "Trump Dividend" pledge

At the GOP's midterm convention in Dallas on Sept. 9, Trump promised every American adult $5,000 if Republicans keep Congress. Sen. Bernie Moreno (R-Ohio) says he will file a bill to pass it right after Nov. 3.

Why it matters for the GOP

It's a simple, kitchen-table promise in a year when voters say prices are their top worry. VP Vance has pitched paying for it with tariff revenue and keeping it from going to the wealthy.

The pushback

Budget experts put the cost above $1 trillion, and Congress would have to approve it. The Supreme Court struck down much of the tariff program that was supposed to help fund it.

Up to 12 House seats that could shift to the GOP after Callais (NYT estimate)

The Supreme Court reshuffled the map

In Louisiana v. Callais (April 29, 6-3), the Court threw out Louisiana's second majority-Black district as a racial gerrymander and narrowed how Section 2 of the Voting Rights Act can be used. Tennessee and Florida redrew maps before the midterms, and Texas, Missouri and North Carolina had already redrawn mid-decade.

Why it matters for the GOP

New maps in Southern states could offset part of a national Democratic tailwind. The New York Times estimated up to 12 seats could move from Democratic to Republican control.

The pushback

Civil-rights groups say the ruling guts a core protection for minority voters. California answered with its own Prop 50 map, and Missouri's map is still tied up in court.

36% Trump job approval, Fox News poll (Oct. 2026)

The headwind Republicans have to beat

A Fox News poll released in mid-October put the President's approval at 36%, the lowest of either term, with 22% approving of his handling of inflation. Voters ranked government corruption narrowly ahead of inflation as their top issue.

Why it matters for the GOP

Midterms are won race by race. Candidates who run on the border numbers and the tax cuts, rather than the national mood, have the clearest path.

The pushback

Approval this low has historically meant heavy losses for the President's party in a midterm.

95% drop in Southwest border apprehensions, FY2026

Lowest border crossings ever recorded

CBP says fiscal year 2026 (Oct. 2025 to Sept. 2026) had the fewest Southwest border apprehensions in U.S. history. Border Patrol apprehensions between ports of entry came in under 99,000, and nationwide encounters through August were about 379,000, 88% below FY2023's record.

Why it matters for the GOP

This is the promise kept that Republicans lead with. Monthly apprehensions have held around 9,000 to 12,000, and DHS says there have been zero Border Patrol releases for 17 straight months.

The pushback

The zero-release figure is the administration's own claim and hasn't been independently verified. Neither administration publishes "gotaway" numbers.

$3,400+ average tax refund in 2026, up about 11% (White House data)

No tax on tips, no tax on overtime

The One Big Beautiful Bill Act's first filing season brought bigger refunds. About 25 million filers claimed the overtime deduction, about 6 million claimed no tax on tips, and roughly 30 million seniors qualified for a larger standard deduction.

Why it matters for the GOP

House leaders are running on what they call the Working Family Tax Cut: a concrete, wallet-level win to point to on the campaign trail.

The pushback

A Bipartisan Policy Center survey found 38% of taxpayers noticed no difference, and the tips deduction has income caps and limits.

$4.33 national average gallon of gas (AAA), with CPI at 3.7%

The war is hitting the pump

September inflation rose to 3.7%, driven by gasoline, which jumped 9.1% in a month and is up 34% from a year ago. Diesel hit a record $6.29. The Fed raised rates in September for the first time since 2023.

Why it matters for the GOP

Core inflation, which leaves out energy, is a much lower 2.6%. Most of the jump is energy prices tied to the Iran war and Russia's war in Ukraine, not broad-based price growth.

The pushback

Only 22% of voters approve of the President on inflation in the latest Fox News poll, and another Fed hike could come at the Oct. 27-28 meeting.

6-3 Supreme Court vote striking down the IEEPA tariffs

Tariffs after the Supreme Court

On Feb. 20 the Court ruled the emergency-powers law (IEEPA) doesn't authorize tariffs. Within days the administration replaced them with a 10% global tariff under Section 122, kept Section 232 tariffs on steel, aluminum, copper, autos and lumber, and opened new Section 301 trade investigations.

Why it matters for the GOP

The President still has trade tools Congress gave him, and the steel, aluminum and auto tariffs that protect American industry were never in question.

The pushback

Section 122 tariffs are capped at 15% and expire after 150 days without Congress. Justices Kavanaugh, Thomas and Alito dissented.

Showdown in the Strait of Hormuz

Eight months after U.S. and Israeli strikes on Iran began on Feb. 28, attacks on ships in Hormuz hit their highest level of the war in October. Oil flows were about 68% of normal in mid-October, per Kpler. Pakistan and Qatar are still passing messages between the sides.

Why it matters for the GOP

CENTCOM says the U.S. and its partners control the strait, about 400 ships moved through it in one week, and the U.S. blockade has cost Iran about $25 billion in oil income.

The pushback

A June deal to end the war collapsed in July. U.S. figures through June count 19 service members killed and a cost of more than $113 billion.

"Make a deal" Trump's message to Zelensky, Oct. 20

Trump turns up the pressure on Kyiv

Trump announced an energy ceasefire between Russia and Ukraine on Oct. 11, eased sanctions on Russian diesel, and used a national-security waiver to hold off new sanctions under the Graham Russia sanctions law he signed a month earlier. Envoy Steve Witkoff was expected in Russia this week.

Why it matters for the GOP

The President's argument is that the war has to end at the negotiating table, and that cheaper energy matters to Americans paying $4 a gallon. Secretary Rubio calls the sanctions waiver "a balancing act."

The pushback

Zelensky said the ceasefire announcement was news to him, and senators from both parties backed the sanctions law the waiver set aside.

2,513 people taken into custody in France on Oct. 17 alone

"Not going to put up with it"

As riots spread across France, Trump told rallies in Greenville, N.C. (Oct. 20) and Clemson, S.C. (Oct. 21) that America won't see the same thing, crediting his border policy and his rollback of DEI programs. Paris has imposed a curfew and France is bringing in the military to support police.

Why it matters for the GOP

Law and order is a winning contrast for Republicans, and Europe's unrest gives them a live example to point to two weeks before the election.

The pushback

French President Macron pushed back on foreign leaders weighing in on the unrest, and on AI-generated images being shared about it.

5 TV networks under a DOJ antitrust probe

Trump vs. the networks

The Justice Department opened an antitrust investigation into ABC, CBS, CNN, NBC and Fox News after the networks jointly refused to fill in for CNN in the White House TV pool. That came after the White House barred CNN, MS NOW and Politico.

Why it matters for the GOP

The DOJ's position is that "group boycotts among commercial competitors can violate the Sherman Act." Many Republicans see the networks acting as a bloc against the President.

The pushback

Press-freedom groups call the probe an attempt to intimidate journalists, and a federal judge temporarily restored the banned outlets' passes.
